The Institution of Structural Engineers is an approved assessment entity for the Victoria Business Licensing Authority.
This means that existing Chartered Members, potential Chartered Members and non-members can become PEV registered via the IStructE assessment processes.

The registrar of the Business Licensing Authority have informed us that any engineer working in the area of civil or structural engineering that has not applied to the BLA prior to 1 October 2022 must not provide professional engineering services in accordance with the Professional Engineers Registration Act 2019 until they are registered with the BLA.
If you have not already started your application with the BLA you may now need to take action.
Provided you have lodged your initial application with the BLA prior to the 1 October 2022 deadline, we have been informed that you will be able to continue giving professional services beyond this date. It is recommended that you lodge your application with the BLA as soon as you can, even if you have not yet requested your assessment report from the IStructE.

When you have done that you will need to email the Membership Team to request your ‘assessment report’, which is a letter issued to confirm that you meet the assessment requirements with the BLA by virtue of your assessment with the IStructE.
While you are waiting to be sent your assessment report you will need to upload confirmation that you have requested this document in the ‘Qualifications and Assessment Report’ section of the form, again, prior to 1 October. Staff will then reserve your application until you’ve received the assessment report which you can upload later.

The IStructE has two assessment pathways available to applicants:
For non-IStructE members. You will use this pathway if you hold an accredited Washington Accord qualification, or equivalent, and you are seeking registration in Victoria only.
Your application process is as follows:

You will need to pass the Institution’s Professional Review Interview. Full details of this assessment and the timeframe will be sent to you when you submit your application

When you have successfully completed the IStructE assessment you will be provided with a ‘Report on Outcome of Qualifications and Experience Assessment’

You will then need to complete and lodge your application with the BLA through Consumer Affairs Victoria’s ‘myCAV’ portal, uploading the required evidentiary documents and paying the registration fee
The Business Licensing Authority will notify you when your application has been assessed.
For non-IStructE members. You will use this pathway if you do not hold an accredited Washington Accord qualification, or equivalent, and you are seeking registration in Victoria only.
Your application process is as follows:

You will undergo a review of your academic qualifications to determine the appropriate method for you to demonstrate equivalence to the required standard

If the review finds that your portfolio of qualifications is substantially equivalent to the published standard you will be able to advance to step v of the process. If the review finds that you do not meet the published standard you will be invited to undergo additional assessment via either the Technical Report Route or Institution Examinations. Full details will be provided to support you through this process.

If successful in the academic review stage, you will then need to pass the Institution’s Professional Review Interview. Full details of this assessment and the timeframe will be sent to you when you submit your application

When you have successfully completed the IStructE assessment you will be provided with a ‘Report on Outcome of Qualifications and Experience Assessment’

You will then need to complete and lodge your application with the BLA through Consumer Affairs Victoria’s ‘myCAV’ portal, uploading the required evidentiary documents and paying the registration fee
You will use this pathway if you are already registered as either MIStructE or FIStructE, or if you wish to gain Chartered Structural Engineer registration as well as registration in Victoria.
For MIStructE and FIStructE your application process is as follows:
