Instead of the Annual Dinner, the Institution of Structural Engineers held this year a Luncheon at the Dorchester Hotel, London, W., on Friday, 25th April, when 300 members and guests were present. The Principal Guest was the Rt. Hon. Arthur Greenwood, P.C., M.P., Minister withtout Portfolio, who proposed the toast of "The Institution of Structural Engineers,” coupled with the name of the President, Mr. J. F. Butler, A.M.Inst.C.E., whose speech in response is given below. The President-elect, Mr. W. K. Wallace, M.Inst.C.E., proposed the toast of "The Guests," and the response was mode by Mr. George Hicks, M.P., Parliamentary Secretary to the Ministry of Works and Buildings.

LONDON, and particularly the City of London, has been for centuries and is now the most important centre of commerce, not only for the Empire but for the whole world, and for the last hundred years or so its importance has been further enlarged by the prestige of the British Empire and the increased use of the English language all over the world.
